Implementation of the Copyright Directive (2001/29/EC)

These Regulations, the Copyright and Related Rights Regulations 2003 (SI 2003 No. 2498)  will come into force on 31 October 2003. Copies of these Regulations can be bought from the Stationery Office.


Oxfam expands book chain as bookworms scent second-hand bargains

Oxfam is planning to expand its specialist bookshops chain because of unprecedented demand for second-hand books.

The charity - which is Europe's biggest second-hand book retailer - has 60 dedicated bookstores in the UK. It will now open between 10 and 15 more next year.


Media Square acquires PrePrint Imaging

The US Securities and Exchange Commission has subpoenaed several current and former executives of Times Warner as part of investigation into an advertising deal with Germany's Bertelsmann.


ValueClick buys marketer Commission Junction

ValueClick said it agreed to buy privately held Commission Junction for about $58 million in cash, another sign of consolidation in the online marketing business. Under the deal, ValueClick will fold Commission Junction's business and customers, including its eBay part, into its own affiliate network, Be Free.


Public Library of Science Launches PLoS Biology:

The movement to provide free online access to results of scientific and medical research took an important step forward today with the launch of PLoS Biology - the first open access journal from the Public Library of Science (PLoS) publishers.  The inaugural issue, available online and in print, features peer-reviewed research articles on diverse topics---ranging from malaria genetics to elephant evolution---authored by prominent scientists from around the world.


Overture and Microsoft Extend Search Distribution Relationship

Overture Services, Inc., a global leader in commercial search services on the Internet and a wholly-owned subsidiary of Yahoo! Inc. (Nasdaq: YHOO), today announced it has extended its search distribution relationship with Microsoft Corp. (Nasdaq: MSFT) in the United States and United Kingdom through June 2005.

Under the terms of the new deal, the companies have entered into a paid placement search agreement to provide Overture search results to U.S. and UK users of MSN Search. The agreement provides for the companies to potentially expand into additional countries.


Free online journal seeks revolution in science publishing

A new online journal aims to radically alter scientific publishing, breaking the stranglehold that expensive private journals have on the details of most discoveries by making vital research freely available on the Internet.

The San Francisco-based Public Library of Science, though backed by leading academics including Nobel laureates, was dismissed as idealistic and unfeasible by many in the scientific and publishing communities when announced over the summer.

Six in a Row for Yahoo

Yahoo! reported its sixth-straight quarter of profitability, and it declared that the future remains bright and shiny, boosting its revenue forecast for 2003 to $1.43 billion from a previous estimate of $1.31 billion. Yahoo Inc says third-quarter profit more than doubled and that biggest and fastest-growing driver of revenue and profit was advertising, not fees; revenue was $356.8 million, up 43 percent.

Advanstar Communications has purchased Thomson Healthcare’s Medical Economics, Dental and Veterinary publishing portfolio serving primary and speciality healthcare segments as well as nursing, dental and veterinary professionals. The purchase price was $135 million, which was paid in cash. In total, Advanstar purchased 15 magazines, one veterinary tradeshow and conference, and a significant special projects group.

Individuals posing as "collectors on behalf of data protection" are attending business premises requesting payment for Data Protection Registration. These "collectors" produce identification cards and receipt books
